 Opening the Site Editor instead of the Customizer when a block theme is
 activated is the intended behavior.

 I've done some more testing and I'm unable to reproduce the original issue
 as described.

 If this is still happening on a fresh install using the latest version of
 WordPress (currently 6.0) please reopen with detailed steps someone can
 take to reproduce the problem.
