 The changes in the PR looks ok to me.

 It is hard to test, but one way to do so is to
 - install the plugin WP Crontrol 1.12.1
 - activate the plugin
 - download version 1.13.2 and replace the existing plugin folder with the
 downloaded.
 - this should trigger a fatal error and activate the recovery mode.
 (Version 1.14 is fixed and does not trigger a fatal)
