Comment:

 While this may still be a worthy effort, a fresh analysis needs to be
 performed as 7+ years have passed and the previous data is likely to have
 changed (for better or worse).

 Without someone willing to lead this effort, I'm going to close this one
 out as a `maybelater`. Discussion can always continue on closed tickets
 and it can be reopened in the future should conditions change.
