#56163: Twenty Twenty-Two: Default template for new posts should be "Single," not
"404"

When adding a new post, the default template used is the "404 not found"
template.
This is unintuitive, confusing, and not just logical.
**Steps to Replicate**
1. Deactivate all plugins
2. Go to Posts > Add New
3. Look at the Templates settings area and note that the template is "404"
**Expected Behaviour**
The expected behaviour would be for the default template to be Single, not
404.
In fact, with the Gutenberg plugin active (I tested with both 13.5.2 and
13.6.0), the default template used for posts **is** Single, as expected,
but activating the plugin should not be needed to achieve the correct
behaviour.
