 I am having the same problem reported here
 https://wordpress.org/support/topic/additional-panels-appear-at-foot-of-
 page-edit-area-rather-than-in-tool-bar/. The "Additional" panels in the
 WordPress editor are appearing at the bottom of the page. When I try to
 drag and drop to the sidebar, an infinitely long horizontal scrollbar
 appears and keeps scrolling right.
