 My standpoint remains that we as theme authors are responsible for the
 files that we place in the theme.

 WordPress expects the file to be used correctly and deliberatly.

 Perhaps it could try to fallback more gracefully to the index.php in the
 themes root folder if there is no block markup in the index.html file.
