 I am using Twenty Twenty-Two theme with stable WP 5.9 - both up to date.

 - Add a Gallery Block to a page
 - Click the Media Library button to select images
 - Click the Create a new gallery button
 - I am now on the Edit Gallery page

 From here I cannot drag and drop the images to reorder as expected. The
 images stay in the same order.
