 Welcome to WordPress Core's Trac! Thank you for reporting this issue.

 It's already been reported and being tracked in #54902.

 It's caused by a bug in the jQuery UI Sortable library. That library has a
 fix released which will be updated for WordPress 5.9.1.

 I'll close this ticket to keep the discussion and progression centralized
 in one ticket.
