 Hi and thanks for the report!

 The [https://core.trac.wordpress.org/browser/tags/5.9/src/wp-includes
 /class-wp-theme.php#L1478 block-based themes] require a readable
 index.html file in both the 'block-templates' and 'templates' directories,
 so you apparently had the two directories.

 To avoid directory browsing, you could switch one or both of those index
 files to an [https://core.trac.wordpress.org/browser/tags/5.9/src/wp-
 content/themes/index.php index.php] file.
