 When upgrading to 5.9 and first activating a block theme such as Twenty
 Twenty-Two (TT2), the Menus section in Customizer shows the classic
 menu(s) assigned. For example, activating TT2, the header menu shows the
 classic header menu (if one was previously assigned); however, the default
 header menu is a page listing not the previously assigned header menu.

 When comparing Customizer and Site Editor, the header menus do not match.

 This will confuse users. How will they know that their previous header
 (classic) menu needs to be assigned in the Site Editor when first
 upgrading? They won't.

 To resolve this problem, @noisysocks suggested hiding the Menus section in
 Customizer as is done with the Widgets section.
