 Hello @ellafitz,

 Welcome to WordPress Core's Trac 👋

 Yes, that menu item and screen were removed in 5.9 when a block theme is
 active. Why? There's little to no value in that UI.

 I'll go ahead and close this ticket since the it was removed on purpose.
