 PRs for TwentyNineteen https://github.com/WordPress/wordpress-
 develop/pull/2140 and TwentyTwenty https://github.com/WordPress/wordpress-
 develop/pull/2154 are ready for review.

 I've tested them in WordPress 5.9 and WordPress 5.7. The first has the
 presets as CSS Custom Properties and the second does not. This suffices to
 test all the existing scenarios in which these themes may be executed.
