 What I usually do is visit that 'Manage Menu' and create a new menu (Say
 'Menu 1') and Publish it.

 Go back to the editor -> add nav block ->  select menu -> Choose ' Menu 1'
 -> Add individual links or pages from the FSE editor and save.

 Since you can insert the menu's links only from the FSE editor, I believe
 is the reason why they can't be accessed from anywhere else. But being
 used to the old way, I agree it is very confusing.


 > If the user has menus that are not in use, they can be easily removed
 but if some menus are in use by trashing them it can break some part of
 the site.
 Maybe a warning when deleting an menu that is being used could be
 something
