 Help/About: Correction on the documentation link about adding new themes.

 In the Themes Screen Help Tab, the "Documentation on Adding New Themes"
 link previously targeted the "Using Themes" HelpHub post whereas it had to
 target the "Install Themes" section of "Appearance Themes Screen" HelpHub
 post, which is more relevant.
