 I agree. Might want to open a new ticket though as the scope of this
 ticket has grown past the original reported issue. It sounds like we're
 leaning towards making all block themes HTML5 markup only by default
 within Core itself.

 cc @noisysocks @Mamaduka What do you think? Do you agree with block theme
 being only HTML5 markup?
