 Yes as per

 previous comment], this should be included in the **PHP 8.1 dev-note**.

 > I'm tagging this with `needs-dev-note` as I believe that - independently
 of what course of action is taken for WP itself -, this PHPUnit change
 needs a mention in the PHP 8.1 dev-note so people are aware that they may
 need to update their plugin/theme PHPUnit configuration.
