 Hey all, this bug should be reopened for 5.9 (I don't know how to do it).
 We had a regression: at some point during the WordPress 5.9 cycle, we
 landed the block themes but didn't update this logic for the global
 stylesheet to always load in the `<head>` for them. Got a PR that fixes
 this at https://github.com/WordPress/wordpress-develop/pull/2303
