 Thanks for the report. I think the default styling of buttons (and form
 elements in general) should be handled by Gutenberg and theme.json. If the
 CSS for buttons is added to the theme, there will be style conflicts and
 bugs introduced when users customize their buttons using the site editor /
 global styles.

 I would encourage contribution and discussion over there to find a
 solution.
