 Looks like we might have two different issues discussed in this ticket.

 The problem from the initial report is with the media modal, which was
 initially reported in #54902, and was caused by a jQuery UI regression,
 this has since been fixed in jQuery UI version 1.13.1, which will be
 included with the release of WordPress 5.9.1
