Gary's proposal was to bypass the "no more than 5% of sites on old
versions" requirement, and also to give a bit less time until the bump. At
the time the expectations were that many sites would be updated rapidly to
PHP 5.6+. However that was proven wrong, and the proposal failed. Only a
small part of the sites on older PHP versions were updated, and a large
number (more than 10,000,000) were "left behind" (the numbers you posted
also show this).

I think the "no more than 5% of sites on old PHP versions" and "six months
notice" were set with the previous bump to PHP 5.2/MySQL 5.0.
