 If the function

  is true or false is important to know when deciding if setting a higher
 value of WP_MEMORY_LIMIT or WP_MAX_MEMORY_LIMIT will have any effect on
 the site performance.

 I can't find this info in the current version of class WP_Debug_Data in WP
 6.0.1.
