 In 56199-dashboard-widget.diff:
 - Add (hard-coded) check to `wp_check_php_version()` whether the current
 PHP version is lower than the next minimum version.
 - Use that check to add and update the warning messages in the
 `wp_dashboard_php_nag()` widget.
