 [attachment:"53232.8.diff"] adds the decoding attribute to the new
 `test_wp_filter_content_tags_filter_with_identical_image_tags_custom_attributes`
 test

 @peterwilsoncc this should be good to go now, can I go ahead and commit
 once tests pass?
