 Checked into this ticket in
 [https://wordpress.slack.com/archives/C02RQBWTW/p1649396451227959 a bug
 scrub today], and here's a synopsis of the suggestions to move things
 forward:

 Looks like the patch applies cleanly at the moment, so removing `needs-
 refresh`.

 Tests would be helpful, so adding `needs-unit-tests` as well.
