 In version 5.1.8 of the Twenty sixteen theme, H4,H5 and H6 having same
 font size.

 - Find out that H4,H5 and H6 headings have a default font size of 19px.
 A heading element briefly describes the topic of the section it
 introduces.
 Applying proper font size to heading as it showing their importance at
 different level.

 Not understand anything, have applied different styling of H4, H5 and H6
 headings as applying letter spacing to H4 and applying text transform
 uppercase to H6.

 A solution would be to increase the font size of the H4 and H6 heading as
 properly mention in latest Twenty Twenty one theme.
