 The `###SITEURL###` 'code'/'placeholder' is not expected to exist within
 the field. The 'placeholders' which can be used in an email must match the
 default text that was within it.

 I'm leaving this ticket open, as supporting `###SITEURL###` within all of
 the user email functions would make sense, although might be better with a
 new ticket to 'standardise the placeholders between all custom email
 functions'.
