 Would adding a hook for plugin devs to utilize to send plugin data to Site
 Health be a reasonable solution? That way WP core doesn't have to
 aggregate plugin data, but rather puts the onus on plugin (and theme) devs
 to provide for their users, while also offering a path to do so.
