Comment (by poena):

 The above is inconsistent, the background color only changes some times,
 and sometimes not until after 20 seconds.

 I think it is related to the time out and attempts in
 [https://github.com/WordPress/wordpress-develop/pull/1455/files#diff-
 451bbcf031afa8897622472e15324b21e8b41099ccb9ac2c92a7aa6b901e7dccR18
 editor-dark-mode-support.js] but my JS skills are not enough to be sure or
 to solve it.
