 I was able to reproduce it with this
 [https://unsplash.com/photos/FV3GConVSss]. Below are the observations.

 640 by 427 pixels: not converted to webp
 3762 by 2508 pixels: converted to webp.  Dimensions 2560 by 1707 (big
 image threshold)
