 Welcome to Trac and thanks for the report!

 I think this might be caused by a plugin. If you're using a mouse, could
 you right-click the word "Publish" and select Inspect Element to find
 exactly where the problematic style is? That style could be on the
 `components-dropdown` div or the button inside it (look for `opacity` or
 `display: none` or `visibility: hidden` and then hover over the file name
 to see where that is located).
