Comment:

 This change to the Twenty Fourteen theme means any new release of Twenty
 Fourteen will require WordPress 5.9 or higher. On WordPress 5.8 and
 earlier the query in `twentyfourteen_list_authors()` will return all
 users, not just authors.

 The change to the theme needs revisiting.
