Comment:

 The switcher does not belong in the interim login modal.

 CSS changes:
 - I removed the line-height from the label so it centers vertically.
 - The select dropdown has a right margin of 0.5em, equal to that on the
 label.
 - The side padding is removed in both patches, but the bottom spacing now
 uses padding instead of margin when the switcher is at the end of the page
 ([attachment:"43700.4.diff"]).

 Note: I did not rearrange the links, if that is necessary to complete this
 ticket.
