 @johnjamesjacoby "Dashboard" already has a ''global'' sub-item "My Sites".
 That sub-item doesn't refer to the current site. I agree though
 "Dashboard" sub-items should be refer to the current site only

 @sabernhardt Could "Network Admin" be added as a top-level link to the
 Toolbar? The WordPress logo could be first, then a link to Network Admin,
 then a link to My Sites.
