I agree with Sergey and John that the existing menu item should stay put,
perhaps renamed, because of the millions of existing users and
documentation.
I can't tell if the proposal is for this menu item to move dependent on
the theme, but that's not a good idea. It should be stable.
Also, even if you are using a block theme, you might want to tweak the
base HTML or JSON, so this should be available the same as always.
Make the new thing have a new name and leave the old one alone.
