 [https://github.com/WordPress/wordpress-develop/pull/1982 PR 1982].
 Marking the PR for `commit`.

 Unfortunately, ran out of time to test and add tests for
 [attachment:"54160.2.diff"]. Will need to move that portion of the work to
 6.0.
