 Personally, I like the layout of the second option. I do like the design,
 but I do have one question/flag to raise about that.

 Above it says that the banner was inspired by the about page. However, the
 About page design currently changes every release. I know there are some
 discussions to standardize this more, and potentially pivot how the About
 page is used with major updates happening automatically by default for all
 new installs. If we choose to go ahead with the second design, does this
 mean that this has to be redesigned/styled every release? That seems like
 something we don't want to maintain.

 Also, the highlighted admin menu item is the same color scheme as the
 banner. However, the About page's color scheme is always independent of
 the admin color scheme that the current user has selected. I recommend
 leaving the menu styles as is for this.
