 “Editor” is a good term, especially in context of the Apperance menu. This
 is inclusive of people new to WordPress.

 The classic theme editor I personally think of as a power-user tool which
 you should very rarely use, if ever, given it has direct access to the
 file system. The fact that it comes with a warning modal as soon as you
 enter it, suggests that it could well be placed in context of other power
 tools. In that light, placement in the Tools menu — whether permanent
 along with the Plugin editor, or just when a block theme is active — makes
 a lot of sense to me.
