 I disagree with keeping it in the previous place personally. For me with
 FSE themes we shouldn't be assuming any prior experience with themes. It's
 a new kind of UX we want to propose to our users. And the theme editor is
 a suboptimal side editor as it's there to edit the theme files where we
 can edit these (styles and templates) in a better way in the site editor
 for FSE themes.

 I personally prefer to move it under tools or remove it.
