 As noted by Matias in https://github.com/WordPress/gutenberg/issues/36578
 the release of 5.9 feels like a good moment to revise the welcome banner
 on the Dashboard so that it introduces concepts like blocks, patterns,
 styles, and the site editor.

 I'm attaching a couple of designs – not as proposals – but as conversation
 starters. One is inspired by the design language in recent release's About
 pages, and the other takes cues from the welcome guides in Gutenberg. For
 the "Add an about page" link I figured it might be neat to send folks to
 an editor instance with a nice "About page" pattern pre-loaded so that
 they just need to 'fill in the blanks'.

 All that said, I think pretty much everything is fair game here, so
 hopefully y'all have some ideas to share as well.
