 I didn't know about this ticket so I went ahead with the PR but happy to
 follow-up with any actionable item we agree upon.

 Personally for me, I'd be in favor of removing the "theme editor" entirely
 because for FSE themes, the site editor is a "theme editor" but instead of
 changing files, it changes the theme in the database. For the user, it's
 still a theme editor no matter how it's done.

 That said, I'm also ok with moving it under "tools" to deamphasize it and
 avoid ambiguity with the new theme/site editor.
