 Hello, I ran across this same issue. The [https://github.com/WordPress
 /wordpress-develop/pull/1536 referenced PR] seems to have the right idea
 (check email, but fallback to username).

 This is related to the wider issue #22367, however I do not believe the
 patch there addresses this issue.
