 While there is further discussion on this ticket and achieving a great
 solution, adding a note for documentation/ marcomms awareness.
 Customizer is often the place where less experienced site users update
 things like this. If it does not go into 5.9, it would be worth having
 easily accessible documentation / FAQ on how to reenable it if you are
 using the block editor and add/ edit the site icon.
