Comment:

 Worth noting that only define('CONCATENATE_SCRIPTS', false); fixes the
 issue on my side.

 Concerning the issue, we could either relocate `get_theme_file_path` and
 related functions into `theme.php`, or include `link-template.php` in
 `load-styles.php`. I'm testing both hypothesis right now.
