 Per conversation on Slack, we're agreed that setting the user locale on
 registration but not on log-in is reasonable. Registration makes sense
 because it would add user burden to have to select their language twice,
 but log-in makes less sense because the log-in form is not a reasonable
 place to configure settings and existing users are likely to have already
 set their language, anyway.
