 Nope, never mind. One remaining question to resolve. Per
 https://github.com/WordPress/wordpress-develop/pull/248, are we going to
 set the user's locale on log-in/registration to their selected locale?

 I'm not sure it makes sense to change a user's locale on log-in; we should
 possibly just assume that they have already chosen their preferred locale.
 But for new users, if you choose a language during registration, I think
 you'd expect not to have to set that again.
