Comment:

 With a few days left before 5.9 feature freeze (Nov 9th), moving this to a
 `Future Release`. Please don't let this punt out of 5.9 derail progress on
 this impactful feature. Punting is not a "no".

 Moving it to a featured plugin gives this feature a sandbox for
 experimentation, discussion, feedback, extensive testing, discovery of
 edge cases, and more. And when it's ready, pull this ticket into a
 milestone and welcome it to Core.
