 From WordPress 5.9, the appearance menu will include an item called
 Editor, which leads to the new template editor (the full site editing site
 editor).

 Having both an Editor menu item and a Theme editor menu item may be
 confusing.
 To reduce confusion the theme editor menu item could be moved to tools.
