Comment:

 As per the Accessibility team bug scrub, `40916.rel.diff` looks like the
 best option we have. I tested this new patch and it looks like it does the
 job.

 I think we're safe to commit it into 5.9. Thanks @sabernhardt for the
 refresh 👍
