Comment:

 Noting that this will need to happen alongside/before #21666. Ideally this
 ticket would land at least one major release before the revisions UI to
 allow that UI to launch showing some revision history.

 In addition to disabling auto-trashing, a patch for this ticket should
 alter the settings captured in changesets as described in the description.
