 Recently the classic widgets plugin stopped working. This might be related
 to the merge of the widget screen code to WordPress core
 (https://github.com/WordPress/wordpress-develop/pull/1284), so raising
 this issue here.

 Steps to reproduce:
 1. Install and enable the Classic Widgets plugin
 2. Navigate to the Widgets screen

 Expected
 The classic widget screen should be shown.

 Actual
 The block based widget screen is shown.
